i agree with you re: tax refunds (in which matter you have much more experience). but for people who tend to manage money badly, it is probably better to keep the money safe... :)

Back in my younger days, before there were penalties for doing so, I underwithheld as much as I could get away with, and had that money put into a savings account, where at least I got 5½% interest on it in the meantime.

That worked for a few years, then the IRS got wise and assigned penalties for underwithholding, so it didn't make any sense beyond a protest, and even the protest benefitted the scoundrels.

...and then you die.
