I would say no usually. I would say yes for a Waltz as part of a ballet. I would give a specialized answer for a Viennese Waltz (I would say something like : It was composed for dancing). but Waltzes like Chopin's, Schuberts, La Valse, Invitation to Dance (Weber), I would say no. they are concert waltzes. opera waltzes would depend on the situation. so I 'd be careful with blanket "yes."

Recap: Composed in or after 1938 - contains more than two acts/movements/sections - orchestral - does not contain singing - no dancing (and not a waltz) - was written in western Europe.

Composer was born in western Europe and is from the UK - still alive - did not study at the Manchester School of Music.
