Recap:
Piece is between the year 1800 and 1820, composer is European, but not Eastern European, nor Bohemian, nor Italian and not belonging to Germany, Austria. It is not for orchestra. It does feature one or more instrument. Composer is not Beethoven.

I hope by French you mean French-born. not one of the forieners who settled there, like Cherubini....
the only French non-opera composer I can think of from that time is Herold (who is also operatic, but wrote some piano music [according to bio], unlike Aube). is it Herold?

Sidenote - I believe the composer was French-born, to the best of my knowledge.

EDIT

One source I had did say it was between the range of 1800-1820, per Nav's question.

However, I've found a new source which says a different year. Therefore, it was composed between 1799-1820 :D
