it's a piece by Ingram Marshall, less than 3 instruments, no keyboard, not fog tropes, not Sibelius is His radio Corner. pre-1990. not Cortez, no Strings, no woodwinds or brass.

OK, Ingram Marshall's Weather report. it is an electronic looping and manipulation of a Danish weather report. pretty cool. his more recent stuff is better.
