FBI Drew Line On Interrogation Techniques At Guantanamo, Study Says

The ACLU sees this differently, but this looks consistent with what I would expect. The FBI is primarily trained in dealing with domestic issues, and therefore has rules primarily aimed at interrogating American citizens or those afforded protection under U.S. domestic laws. Like it or not, the rules are different for prisoners of war and non-citizens accused of plotting acts of war. The CIA and the Army are veresed in these techniques.

The FBI was justified in withdrawing from such interrogations, but that does not make such interrogations unlawful under a jurisdiction which was not the FBIs.
