All taxation IS at the individual citizen's level. All companies, corporations, business, etc just pass their taxes onto us.

The turnover tax has been suggested often. Its big advantage is that it stops the fancy deductions that accountants and lawyers dream up. Its disadvantage is that it encourages under-the-table dealings.
