Generally, people who "can't carry a tune in a bucket" (i.e., poor relative pitch), simply have never learned to listen. My first voice teacher firmly believed (as do I) that, unless a person had an actual physical condidtion that prevented them from singing in tune (i.e., a real hearing problem), that anyone could be taught to sing in tune.
