Composer: Western European, not German.

Composition: 19th Century, composed after 1828. Not a symphony, concerto, or programme music. Contains no vocals or highlighted wind instruments. It does contain a highlighted instrument or instruments, at least one of which is a string instrument.

It probably is when it's written for publication in France. But normally, the answer is 'no', near as I can tell.
