Was the composer born on the European continent? If so, was the composer born North and/or West of the Alps?

Not at all! Wisdom lies not in knowing the answers, but in knowing how to find the answers!

Recap:
Composer
Composer born North of Alps, but not in Czechoslovakia and is not German. Not particularly known as a piano virtuoso. Born between 1800-1830. Composer not alive during the first Moon landing, but alive during the laying of the first Transatlantic cable. Not alive during the assassination of President William McKinley.

Work
Contains no more than 5 instruments, of which may feature strings, woodwind, brass and percussion. But does not feature violin. It does feature a keyboard of sorts. Written after the sinking of the USS Monitor but before the sinking of USS Maine. Not written at sea.
